Hello, and welcome! It's been a while since I made one of these, but these little pouches are actually one of my favorite projects, as they super quick and easy to make and always turn out cute:

They are made with a single rectangle of felt folded envelope-style and sewn down the sides. I like to use a blanket stitch for these, but a back stitch works just as well. You can also use your sewing machine or - for a no-sew version - use fabric glue.
Then you just add a button (button cases are the easiest thing, since you just need to use scissors to cut a slit) or a plastic snap and embellish the pouch as you want.
For this one my daughter specifically requested a balloon. All the small felt pieces were glued on and then I hand sewed the "cord".
Overall, it took me about half and hour to finish it - and a lot of that time was spent trying to cut the small balloon and the rest of the little felt pieces. And just for fun, I took a picture of the balloon pouch together with the kite one I made years ago:
